In 1997 the Hong Kong (HK) Government passed legislation binding on HK organisations requiring them to adopt a pro-active approach to risk management. The HK Police, (HKP) in common with other Government departments, was included within the scope of the legislation. The Force HKP determined to ensure that they were an exemplary organisation with respect to complying with the requirements of the legislation. Initial benchmarking highlighted a number of areas where the HKP could improve its Occupational Safety and Health (OSH) management. In 2002 the HKP decided to adopt a comprehensive Top-Down, Bottom-Up approach to risk management. The HKP engaged in a five year programme to embed OSH within the organisation. The programme includes training, auditing, an Intranet based OSH system and external validation of their OSH standards.
