Identification of Outer Modes in JET

1. Outer modes are a serious limit to Hot Ion H-modes 2. Comparison with stability boundaries, location and detailed SXR reconstruction strongly suggests Outer Mode caused by ideal external kink (or peeling mode) 3. Resistive mode does not agree well with Outer Mode characteristics 4. This detailed understanding suggested ramping l_p down to control Outer Mode -this technique is now routinely used
