The paper provides an extensive industrial waste generation and treatment capacity survey results and raised waste management strategies. For the purposes of drawing industrial waste management strategies and predicting regional treatment capacity demands, four regions had been distinguished in this study. The survey indicated that Taiwan's industrial waste generation amount had reached 16.7 million metric tons in 1998, of which 1.47 million tons were hazardous wastes. The treatment demand of industrial waste was estimated about 11.36 million metric tons in 2004, of which 1.17 million tons were hazardous wastes. The issues raised in this survey include rigid regulations, complicated and time-consuming waste reuse application procedures, lacking of proper waste treatment facilities and final disposal sites, few economic incentives for manufacturers to improve waste operation. For those concerned issues, this study had proposed five waste management strategies as follows: planning of regional treatment center, promoting the resource and reuse of industrial waste, planning the integrated industrial waste join-venture treatment systems, industrial waste co-incinerating with municipal waste, revising the environmental regulations and economic incentives.
