The Development of a Viable Social Services System in China for SMEs: the Role of Government

The question of how to promote the "development of small and medium - sized enterprises (SMEs) in China has become a strategic issue in the country's path to economic development. Taking into account the experiences of SMEs in other countries, it's easy to find that under the market economic system in China, the continued existence and development of SMEs not only depends on government policy support in vital areas such as finance, taxation, etc. ; indeed, it is necessary to develop, with active government participation, a social services system for SMEs capable of offering them services such as credit guarantee, fund raising and financing, mentoring programs, technical support, information consultation, market development, skills training, management and administration, international cooperation, etc. This will contribute to remedying the inherent problems of SMEs in china. In this paper, we discuss the functions, organizational forms, and appropriate methods to develop a sustainable social system for SMEs in China. The paper also addresses the important role of government in the entire process.
