Development of an Air Emissions Inventory for Oak Ridge National Laboratory

An accurate air emissions inventory is a vital element in an effective Clean Air Act (CAA) compliance program. Witout suc an inventory, a facility may have difficulty demonstrating compliance with exisitng regulations or permit conditions. An emissions inventory can also serve as a valuable tool in evaluating the applicability of new regulations (such as Title V of the CAA) and in complying with the regulations. Therefore, it is important for the inventory to be both well-planned and comprehensive. Preparation of an emissions inventory for a large research and development facility such as Oak Ridge National Laboratory (ORNL) can be a challenging task. ORNL, a government facility managed by Lockheed Martin Energy Research Corporation for the U. S. Department of Energy (DOE), consists of more than 300 buildings situated on approximately 1,500 acres. ORNL has several thousand diverse emission sources, including small laboratory hoods, several wastewater treatment facilities, and a steam plant. This paper describes the development of ORNL's emissions inventory with particular emphasis on (1) setting goals and identifying the scope of the inventory, (2) identifying the emission points, (3) developing/implementing the inventory methodology, (4) compiliing data, and (5) evaluating the results.
