As part of the Ozone Transport and Assessment Group (OTAG) regional ozone modeling effort in 1995, the Emissions Modeling System (EMS-95) was modified to generate emission input files for use in the Regional Oxidant Model (ROM). Prior to this effort, all ROM emissions had been generated usign the Flexible Regional Emissions Data System (FREDS), which was developed under the 1985 National Acid Precipitation and Assessment Program (NAPAP). The development of the EMS-95 system included several new features for emissiosn processing associated with needs for photochemical modeling. To evaluate the benefit of the EMS-95 system, a comparison of FEDS and EMS-95 was performed based on the 1988 U.S. EPA Interim Regional Emission Inventory for the first three days of July 1988.
