Process Safety Management (PSM) in Korea

According to the Industrial Safety & Health Act employers of hazardous installations are requested to submit Process Safely Management (PSM) report to MOL for assessment of the managing adequacy of their process safety. Briefs of PSM requirements are as in the following; 1. PSM law was enforced from January 1996 2. The purpose of PSM is to prevent major accidents such as fire, explosion and toxic chemical release from chemical processing industries 3. Related laws on PSM reporting; 3.1 Industrial Safety & Health Act; Paragraph 2 of Article 49 3.2 Enforcement Decree of Industrial Safety & Health Act; Paragraph 5 of Article 33 3.3 Enforcement Regulation of Industrial Safety & Health Act; Paragraph 6 of Article 130 3.4 Public Notice of MOL No. 96-4 4. Hazardous Installation means any facility included in any one of the following business cate- gones; 4.1 Oil Refineries 4.2 Petrochemical Industries 4.3 Fertilizer Industries 4.4 Pesticide Industries 4.5 Explosive Industries 4.6 Any industry which handles and/or stores one or more of the 21 hazardous substances stipulated in the law 5. Application of PSM law was expanded to fuel gas users using such as LPG, LNG, etc from August 2000.
