MEASUREMENT AND PAYMENT OF REGULATING EFFORT OF POWER PLANTS IN DECENTRALIZED UTILITIES

This paper considers the problem of compensation ofpower plants for extra efforts, when participate insystem generation/load balance control, usually madevia Automatic Generation Control (AGC), or any otherkind of centralized regulators for active generationcontrol in interconnected power systems. In the firststep, the paper proposes an appropriate formula for theevaluation of regulating plant’s/unit’s efforts, easy forthe measurement and monitoring in present-day digitalAGC systems. It is consisting of three principal parts(mapping the effects of regulating range, output andenergy variations). Then, a way for the provision ofcompensation fund for the reimbursement ofparticipants in system control, by proportional sharesof.all energy producers, is proposed in the secondstep In the third step the formula for the distribution ofthis compensation fund, proportionally to regulatingefforts of all regulating plants (calculated in the firststep) is proposed. Finally, the application of theproposed method is illustrated on the example of theAGC in Public Power Utility of Serbia.
