Supply chain management has been given much attention,and more and more technologies and concepts have beenapplied for improving and optimizing supply chainperformance. In today industry, however, failure in designingsupply chain is not uncommon. One reason for the failure isthat there was not an integrated and effective analysis for allparts of supply chain before setting up a new supply chain.There are three main goals for an effective supply chainplanning: low cost, high quality and short lead time. Based onthe 3 aims, a 2-phase and multiple objectives model foroptimizing supply chain performance is presented in thispaper. Two new concepts in analysis of supply chainperformance are identified and defined: (1) Internal processand External process, which are differentiated by the relationof sets. (2) Each set is separated into 3 flows: Product-Servicevalue flow, control flow and time consume flow, whichovercoming Talluri's model shortcomings: (1) Difficulty indefining model Variables and (2) Complicated computationfor Variables. Using this model, the supportive decision canbe made to establish the framework of supply chain. Thismodel can also be applied to both the design of value-addedactivities and the development of partnership withcustomers/suppliers. A simple illustrative study is conductedto demonstrate how to optimize the performance of supplychain utilizing the methodology proposed in this research.
