摘要

Identification, evaluation and study on major accident potentials serve the scientific basis of accident prevention for mankind. Shanghai Classification & Evaluation for Fire, Explosion & Toxic Release Major Accident Potential, PLR Classification , which defined and identified the standards of "Major Accident Potential" for Shanghai. The table of PLR Accident Potential Classification & Evaluation combined by three quantified and classified factors including probability of accident potential (P), accident loss (L) and radius of accident effect (R_(0.5)). Jinhui Accident Effect & Risk Calculation Software Package describes the effects of six accident modes including fire, explosion and release. It will facilitate the clients to take a quick review of R_(0.5) in application of PLR Accident Potential Classification & Evaluation. It is made up by data management module, semi- fatal radius (R_(0.5)) calculation module and drawing module. Based on the internal material database, it can calculate the R_(0.5) of six optional accident modes, which include solid & dust fire, energetic solid material explosion, flammable gas explosion, boiled expanded liquid vapor explosion , pool fire and releases of neutral & heavy gas, then plot the sketch map that described the accident impact area. Thanks to the trial application in several companies, the calculation results of Jinhui software can basically be consistent to actual situations, which means the rational selection of simulating parameters. Since its availability, practicability and operability, the software is expected to, combined with P and L factor in PLR Classification , make up a wider use in major accident potential quick review for various clients.
