Consumer of concern early entry program (C-CEEP): Protecting against the Biological Suicidal Warfare Host

Man has used poisons for assassination purposes ever since the dawn of civilization, not only against individual enemies but also occasionally against armies. According to (Frischknecht, 2003)_(11) article on the History of Biological Warfare, during the past century, more than 500 million people died of infectious diseases. Several tens of thousands of these deaths were due to the deliberate release of pathogens or toxins. Two international treaties outlawed biological weapons in 1925 and 1972, but they have largely failed to stop countries from conducting offensive weapons research and large-scale production of biological weapons. Before the 20th century, biological warfare took on three main forms: (1) deliberate poisoning of food and water with infectious material, (2) use of microorganisms or toxins in some form of weapon system, and (3) use of biologically inoculated fabrics (Dire, 2013)_8. This action plan is aimed at the recognition of the lack of current processes in place under an unidentified lead agency to detect, identify, track, and contain biological agents that can enter into the United States through a human host. This action plan program has been identified as the Consumer of Concern Early Entry Program or a simpler title is C-CEEP. This action plan will contain a literature review, a problem statement to include sub- components, ideal project outcomes, action plan (pre-dissertation or original draft), personal leadership profile and sub-component, conclusions and recommendations with supporting figures. The plan recognizes Biological weapons as instruments of bio-violence, which are acts that inflict harm through the intentional manipulation of living microorganisms, or their natural products, for hostile purposes (Fidler & Gostin, 2008, p. 24)_9. The C-CEEP action plan is focused on the non-traditional method of delivery using a human host or "Suicidal Biological Host" approach. The plan attempts to work within current collective structures such as information sharing entities, current and emerging infrared technology capabilities, tracking software, while identifying a new directive outcome for public health agency's inclusion in the current structural system. The need for public health to develop a more expansive modus operandi with law enforcement forms part of the key biosecurity challenge of integrating public health with security according to Fidler & Gostin, (2008, p. 67)_9 and that is the primary purpose of the C-CEEP action plan program. While this action plan will be expanded as my dissertation, the original draft includes a comprehensive stakeholder group from which a lead agency could be selected to test pilot the program. Certainly, the overall objective is to ensure the protection of the United States against Suicidal biological threats using current detection technology and information sharing capability as possible in order to move the project from an idea to a practitioner phase under tight economic constraints. The initial port of entry concept for C-CEEP purposes will be Maritime based, due to the large and continuous international rotation of cruise ship vessels on a seasonal sequential rotation cycle. This action plan includes areas for future action research.
