The Characteristics of Navigator's Error in Ships' Collision Accidents

It is said that marine accident caused by human error of ship's navigator, such as an improper look out and unusual maneuver, accounts for about 80% of the total accidents. As the process of error caused accident is diverse, it is necessary to research how navigator makes an error firstly. As the result, it is clear how its error causes ships' collision accidents. If it is possible to make clear the process that navigator commits errors, it leads to build an effective and preventive measure against these accidents. In this study, the authors investigated 288 ships' collision accidents which were described to the precedents of Marine Accidents Inquiry Agency main judgments of marine accidents inquiry cases, and based on these investigations, established the classification method of human error on ships' collision accidents to make clear the risk factors behind an error based on the analysis of human error occurred in these accidents. Moreover the authors made clear the relationship among the elements regarding the error rising process by making use of the accident analysis using the Quantification Method which is one of the measures for Multivariate Analysis and pointed out the characteristics of navigators' error in ships' collision accidents. At the same time, the authors researched the clue of making guideline which is needed to conduct safety navigation for ships.
