Measuring Process Safety Progress: First Steps

While by no means a perfect measurement system, we believe the criteria set forth in the ACC PSCMS can provide one useful starting point for measuring progress toward national process safety goals, if applied over a large enough event population. The criteria are well defined, quantitative, and require little or no additional data collection effort over what is currently required. Additionally, there are several improvement areas that may be pursued (normalization method, severity ranking) once enough data has been collected to determine a path forward. Use of this system should not preclude the serious investigation of other alternatives, however. It simply provides one way of analyzing the information to help foster continual improvement.
