This paper presents an accurate determination of the motion of the outer cylinder in a uniform annular flow geometry with fixed inner cylinder. The exact motion of the structure is based on an accurate solution of the fluid equations in an annular domain subjected to a moving boundary. To this end, the N-S equations are solved by a factored ADI scheme based on real time discretization and pseudo-time integration, with an artificial compressiblity term added to the continuity equation. The solution of the fluid equations is coupled with the solution of the dynamical equation of motion of the outer cylinder to examine the stability of the structure. The results show that for a rocking motion, the outer cylinder undergoes flutter motion (limit-cycle oscillation).
