The basement walls for the new Scottish Parliament building are an interesting example of a design developing and evolving throughout the construction process. 1. Concerns about the capability of the proposed drilling rigs to form the necessary sockets below "Engineering Rockhead" led to the development of the shear pins as a contingency measure. Ultimately, these proved unnecessary. 2. In order to speed up construction, a steel waling system was adopted. In practice, the difficulty of forming the dowel connection to the concrete piles eliminated any time savings that might have accrued. When the eastern section of the site was added to the construction package, the steel waling system was discontinued. 3. Increased confidence in the drilling rigs capability led to the adoption of increased rock sockets and only one row of anchors for the eastern extension to the contract.
