Information technology (IT) has become one of the core elements in the improvement of organizationalperformance. A significant number of government organizations are embracing electronic government (e-government)as a mean to improve public service. However, numerous factors have been recognized aspotential barriers to e-government initiatives. The use of IT to enhance internal communication and externalcommunication has been regarded as a significant factor in the achievement of e-government success. The mainpurpose of this research is to assess whether the use of IT for communication affects how e-governmentbarriers are perceived. We devised an instrument and conducted an empirical study with a municipalgovernment. We used Structural Equation Modeling (SEM) to evaluate our model. The results of the studyempirically validate the instruments, and provide support for the relationship between e-government barriersand the use of IT for communication.
