摘要

This paper presents a new motion detection scheme which aims at reducing the transmission bit rate of digital television signal and improving television image quality in accordance with CCITT Recommendation 1984.The important viewpoint in this scheme is that frame difference areas are divided into changing areas and moving areas according to human visual properties.The changing picture areas are adaptively sampled in spatiality and moving areas are adaptively sampled in temporality.With this motion detecter,bit rate to be transmitted will be about 20 to 50 percent lower than with other ones.
