The Bavarian state capital of Munich utilizes - like other cities of similar size - a complex transport network for the management of the mobility demands of residents and tourists. For the Munich transport network it is the signal operation which mainly determines the quality of traffic management. Conflicts of aims arise for signal operation since all groups of road users claim for a safe, fast and convenient traffic flow and not all demands of pedestrians, cyclists, operators and users of public transport can be met at the same time.
