Hacking Project Delivery at Silicon Valley Clean Water using Progressive Design-Build

Silicon Valley Clean Water (SVCW), a wastewater treatment agency in California, is using the progressive design-build (PDB) process to deliver three large CIP projects: 1) a large diameter raw wastewater conveyance tunnel/pipeline (approximately $220 MM USD), 2) a new influent lift station and headworks facilities ($120MM USD), and 3) improvements to three conveyance pump stations ($65MM USD). In this paper, we describe our reasons for selecting PDB delivery for these projects, and share experiences in working through the procurement process including RFP details, contract terms and the negotiation process and initial design stage.
