Project Engineering is the discipline with the broadest interpretation and least universal agreement with regard to responsibilities. This paper describes a consistent and logical definition for the roles and responsibilities of a Project Engineer (PE). These primary responsibilities are: 1.Interdisciplinary coordination; 2.Overall engineering quality control. The key project structural elements required to support the PE in his or her role are: 3.Organization Chart; 4.Work Breakdown Structure (WBS); 5.Document Hierarchy; 6.Project Procedures The Project Engineer can control engineering quality by ensuring that the quality is inherent before documents are released. This paper describes the setup and implementation of these elements and the reasons for doing so. In it we describe methods the Project Engineer can use to be successful. He or she must have the authority to control the release of all technical documents while balancing both project synchronization and control over quality.
