The mission of B&W Pantex Plant is assembly and disassembly of nuclear weapons and development, formulation, manufacture and testing of high explosives (HE) under direction of the Pantex Site Office of the U. S. Department of Energy. This mission requires highly reliable operations. High Reliability Operations (HRO) theory postulates that endless accident-free operations are possible, but the application of the theory to actual risky operations and processes is not well developed. This project will use various well-known systems concepts and systems dynamic and economic analysis tools to develop a HRO methodology and framework to optimize operational safety controls and barriers for Pantex Plant HE operations.
