The incorporation of municipal solid waste combustor (MWC) ash into bituminous pavementshas been investigated in the United States since the middle 1970s. Polk County Minnesota hashad a large ongoing demonstration of the use of MWC ash in hot-mix asphalt (HMA) since thefall of 2000. This project included the paving of County State Aid Highway (CSAH) 13. Thisproject showed that high quality HMA pavement could be produced with MWC ash. A followup demonstration was performed on CSAH 44 and the access road into the Polk County Landfill.Construction was completed in August 2004, with evaluation continuing through the summer of2005*. This paper focuses on the follow up demonstration on CSAH 44.Ash-amended HMA was used in the base course and binder course of the pavement profile forCSAH 44. In addition, ash-amended HMA was used in the base course and wear course of thepavement profile for the landfill access road. The HMA for this landfill access road alsoincluded recycled asphalt pavement (RAP) that had been constructed with 10 percent MWC ashin the 2000/2001 demonstration.Environmental and structural testing was performed in conjunction with the construction process.Environmental testing during construction included: stack emissions and high-volume dustsamplingModified HMA production techniques resulted in a dramatic improvement in HMA plantproduction rate and an increase in the ash content of the HMA.This paper quantifies the production, cost, performance and environmental issues associated withthe 2004 Polk County demonstration.
