The advent of transport category rotorcraft employing fully digital flight control systems has highlighted the need for new regulatory requirements and guidance material for the certification of rotorcraft. This paper provides a summary report from a rulemaking project on Part 29 (Transport Category Rotorcraft) certification. A working group was chartered to provide advisory material on certifying advanced flight control systems, including fly-by-wire and fly-by-light, and to propose changes in existing rules or additional rules to address unique considerations of these advanced technologies. The working group produced a draft Advisory Circular (AC) that provides a unified methodology and standard for showing compliance to certification rules for advanced flight control systems. This methodology is intended to expedite the certification of new rotorcraft and allow the inherent safety benefits of advanced flight control technology to be realized in operational service.
