Millions of dollars are spent annually for the procurement of goods and services needed to carry out daily activities and operations within government offices and facilities. The process of effecting procurement is extremely bureaucratic requiring complex paperwork and approvals throughout the life cycle of the procurement process. Opportunity for cost savings, increasing efficiency and performance can be realized at each phase of the procurement process. Government offices had rely on private contractors to improve the process. Improvement in performance has a high impact on procurement and can be evaluated using of various performance assessment tools which provide useful information to define and analyze current processes and how to removes inefficiencies. This study focuses on the evaluation of a government regulated procurement process under a Cost Plus Award Free contract. The objective is to identify areas within the process that drives a prime contractor of procurement activities to consistently plunge into long cycle times and delays. Improvements efforts ultimately should increase the award fee realized from the prime contract while improving process outcomes for the government entity.
