THE EUROPEAN RISK ASSESSMENT PROCESS AND THE LATEST DEVELOPMENTS REGARDING THE PHOSPHATE ESTER FLAME RETARDANTS TCPP AND TDCP

This paper will provide an overview of the current status of the ongoing risk assessments of 4 chlorinated phosphate ester flame retardants. The products involved are : TCEP (EU 2nd priority list), TCPP, TDCP and V6 (EU 4th priority list). The risk assessment on TCEP is in a final stage and will probably be closed before the end of 2004, and for the other 3 the draft papers have been sent out for evaluation and in depth discussions in Europe by both member states as well as industry. On both environment as well as human health, data gaps have been identified for which industry has initiated testing. The implementation of test results and subsequent evaluation of updated reports will take place in Q4 2004 for environment and on human health in 2005. Finalization of these risk assessments is not yet envisaged, as this will depend strongly on the outcome of the discussions at the EU level.
