Focusing NMAC Training on the Precise Group of Practitioners

Given the current status of security in the world, all efforts towards securing and controlling nuclear material play an important role. Following the situation highlighted in this paper, it is evident that the majority of training efforts on NMA&C were focused towards national authorities while only a fraction of the training offered was available for facility personnel in charge of NMA&C. It has been recognized that facility personnel have the first level responsibility of accounting and controlling nuclear material but the international community has not sufficiently covered their training needs. This situation needs to be addressed by increasing the number and reach of NMA&C courses to such NNWS safeguards practitioners. Concerned countries with advanced fuel cycles and long experience in safeguards and security should sponsor these efforts.
