`Party line' information use studies and implications for ATCdatalink communications

As part of the Federal Aviation Administration's National AirspacenSystem modernization plan, digital datalink communications will benintroduced as a means of air/ground information exchange. Care must bentaken, however, to continue to provide pilots with the `Party Line'nInformation (PLI) that pilots currently overhear on the shared voicenfrequencies. Several studies have examined the importance of PLI throughnsurveys and simulator studies. Pilots have consistently rated PLI asn`Important', with several specific information elements identified asn`Critical'. However, PLI is not a reliable source of information duringnhigh workload conditions, and it is not always compelling enough fornpilots to commit to a required action for safety. Therefore, severalnrecommendations can be made for datalink communications
