This paper presents the application of a relatively new concept,nRequired Navigation Performance (RNP), as a method to determinenrequirements for aircraft surface movement guidance and control.nCurrently, navigation standards do not exist for low visibility aircraftnoperations on runway and taxiway surfaces. Whereas there are enablingntechnologies under evaluation for aircraft guidance and Air TrafficnControl surveillance on the airport surface, there are no performancenrequirements available to judge the suitability of specific systems. Antop-down process is applied, starting with a target level of safety forneach surface operation. RNP requirements are allocated to ground andnairborne equipment and an approach is presented to validate the RMPnallocations using a Functional Hazard Assessment (FHA)
