Varieties of watershed security events over the years have influenced the security culture in facilities we operate. In the next decade, the "Cold War" Security Culture employee will give way to an "Information Age" employee driven and influenced by different values and beliefs and an ever-changing world. It will be of strategic importance for the safeguards and security community and operational stakeholders to understand the new world drivers and prepare existing security cultures for change to accommodate the 21st century employee in a world of new security threats. The ability to rethink and remodel the existing Security Culture to be more predictive, rather than reactive and event driven, should provide organizations with a new, revitalized transparency in the technical and safety integration of safeguards and security systems and processes. Failure to prepare for these challenges brought on by new technologies, a new workforce and changing world conditions will only continue to put our Nuclear Energy and Security programs at increased risks - the shift in paradigms must start today with an honest dialogue that says we can do even better for the next generation. This conceptual presentation and paper proposes to frame the context of a 21st century Security Culture into a comprehensive, viable business model that truly measures security effectiveness and efficiency for any organization, accommodates the future workforce, harnesses the benefits of technology and can be used by the international community as a global template for measuring organizational effectiveness and change. The concept also serves as a framework for further research and development on the part of university and college students who are seeking to charter new horizons in the world of nonproliferation and related proliferation assessment methodologies that support effective organizational performance.
