This paper examines how transatlantic industrial partnerships in commercial space programs can lower competitive tensions in public space programs between Europe and the U.S. The analysis uses an industrial economics model, applied to Europe's Galileo public private partnership in space, to examine the impact on commercial and public space markets from the introduction of U.S. industry as a major partner. The results show how transatlantic partnerships at industry and government level in commercial space programs not only reduce the relevant costs, but also address security concerns of 'competing' current and future space projects, such as Galileo, manned missions to Mars and others.
