In the early 80's after the commissioning of 1700mm rolling mill system, one project nominated 《Double Four Million Tons of Iron and Steel》 had been carried out. In 1985, the annual iron and steel production at WISCO reached 3.98 Mt and 4.06 Mt respectively, however, the steel productivity was still insufficient to cope with the existing rolling capacity. Therefore, an expansion project entitled 《Double Seven Million Tons of Iron and Steel》 aiming at matching the rolling capacity was proposed in 1986. Through modification carried out in 80's, the actual ironmaking capacity of existing four blast furnaces reached 4.7 to 4.8 million tons per annum. In order to meet the final target of 7.0 million tons of pig iron, the capacity of the new blast furnace should have an annual tonnage of 2.2 to 2.3 million tons of pig iron. Therefore, the expansion project {Double Seven Million Tons> is mainly composed of the construction of one new blast furnace Cknown as New No. 3 BF) with 2.2 to 2.3 million tons of pig iron capacity per annum as the first step and the construction of a new BOF shop NO. 3 Steelmaking Plant a few year later as the second step.
