A probabilistic approach is presented for the specification and utilization of tenability criteria for performance-based building fire safety analysis, design and regulation. This approach uses the risk-based concept that events with less hazardous outcomes can generally be accepted to occur with higher frequency than events with more hazardous outcomes. This approach contrasts with the traditional "bright line" approach to tenability criteria where a specific level of hazard is deemed to be either always acceptable or always unacceptable. The probabilistic approach outlined here uses an event tree approach, coupled with the concept of defense-in-depth, to outline a rational risk-based methodology for tenability analysis and regulation.
