Although a realistic approach of optimal law enforcement modeling should take into consideration intertemporal aspects, almost all pertinent papers are essentially static. The present paper assumes that a potential criminal enters the pool of offenders if his/her utility exceeds that offered by an average legal activity. In combination with a discounted stream of social costs this system dynamics yields an optimal control model with which the law enforcement agency is faced. The qualitative analysis of the canonical system shows the existence of multiple equilibrium providing interesting insight into the dynamic structure of optimal enforcement policies.
