Policies, procedures, communication, and consistent enforcement must be the norm for business flight operations. Existing written procedures should be reviewed to ensure that they do not conflict with Federal Aviation Regulations (and the Federal Communications Commission regulations). It is imperative that all regulatory issues be handled in a professional manner in the flight operation. They need to be addressed in the Flight Operations Manual and Cabin Attendant Handbook (if applicable). They need to be trained to the department team members. The person charged with scheduling the airplane needs to have this information available so that passengers don't show up at the airplane and meet with a surprise. Remember that telling is not the same as training. Don't discount the role of the scheduler in this communication process. This person is often the public relations department for the flight operation. The scheduler has created the relationships and might be able to use the informal communication line to begin the transitions.
