From a business perspective, fractional ownership may be an efficient way to invest in aviation and travel services. Others may be better off with co-ownership arrangements under Part 91.501 et seq. Traditional corporate flight departments may be the answer for some high-volume users; the use of management companies with aviation expertise may suffice for others. Clearly, new regulations designed to impose aviation duties on parties who are not in a position to take steps to improve aviation safety may give rise to unintended consequences. The prudent owner will anticipate, weigh, and plan for those consequences in order to maximize its investment, protect its legal defenses, and minimize its risks.
