The performance objective in performance based seismic design (PBSD) is to design buildings with predictable levels of seismic performance. The implementation of PBSD requires an integration of performance levels of structures with structural limit states and engineering demand parameters. This paper aims to make an overview of the experimental and analytical research, and to establish the relationship among performance levels, damage indices (DI) and engineering demand parameters (EDP) for RC frames. Numerical value of appropriate engineering demand parameters in different performance levels are derived from the investigated structure data in many countries, such as America, Europe, China, and so on. Damage index is introduced to represent the damage state and to correlate damage of structures to engineering demand parameters. Drift limits for various structural systems in different codes and guidelines are summarized and contrasted as the reference. According to analytical and experimental data, drift limits in elasto-plastic states can be generalized by the Dl-drift correlation. Damage index in previous performance spectrum research are revised and drift limits for RC frames in different performance levels are given.
