This paper will explore and explain the opportunities and challenges for the public sector in meeting the responsibility for delivering the Government's National Waste Strategy. It will examine the joined up thinking required between waste disposal and waste collection authorities. The recent legislative overhaul from both the EU and UK adopted Landfill Directive places demands on local authorities and intends to meet the wishes and needs of local communities. The scope and development to establish and maintain the linkage between waste planning authorities and the waste management authorities will be discussed. In order to meet such improvements and achieve Government spending profiles this paper will identify the strategy to deliver the short, medium and long term issues. The short term will address the planning and consultation stages needed to understand the current regulation and legislation. The medium term call is to identify the means of delivering the Government's targets of 45% recovery including 30% from recycling and composting by the year 2010. It will seek to identify the gap in the recyclets market needed to be generated thereby preventing biodegradable municipal waste going to landfill. This gap, if not provided in a sustainable way, could well identify a need for incineration or other recovery activities, requiring the potential problems in planning and commissioning of such plant to be overcome. While the Government supports modern incinerators with energy recovery they refuse to deal with planning and guidance. This may well have to change to deliver implementation of incineration facilities for the deadlines provided. Finally, the long term is to deliver the waste management hierarchy that can reduce biodegradable municipal waste to 35% of 1995 levels by the year 2016.
