BEAT 2000 - A G.I.S. BASED SOLID WASTE COLLECTION SYSTEM

Solid Waste Services (SWS) of Utilities and Environment Protection in the City of Calgary has been developing a custom built solid waste beat collection/routing system based on intelligent block face (IBF) polygons and nodes within a G.I.S. environment. This system has just been awarded SWANA's 2000 Awards of Excellence in the Collections Category. The financial impact for Solid Waste Services in the first six months of system implementation (Summer 2000 design compared to Summer 1999 design) is substantial―9 fewer summer staff required; one less new truck purchased; 11.5 fewer trucks used this summer than last; and large fuel and maintenance cost avoidance―all of this occurring while the City of Calgary experienced a growth of 18, 361 people in the same time period! Intelligent beat polygons defining one-day collection areas are one of the many operational requirement end results from this sophisticated system. For the Summer 2000 design, a total of 434 beats (beat polygons) were created in approximately 20 days, resulting in the above noted efficiencies. Such a design prior to the development of Beat 2000 took approximately one-person year! Many tools and concepts new to G.I.S. have been developed within Beat 2000. The data base consists of IBF polygons; aggregated data incorporated within the IBF polygons including structure types obtained from an annual civic census; commercial bulk customers; ownership parcels by sizes; and a SWS mini census. This data coupled with time studies involving a number of different truck types, crew sizes and haul distances to landfill sites form the backbone of the system. It is the purpose of this paper to explain how this system evolved and how it has been applied to the business of solid waste collection within the City of Calgary.
