LANDFILL CLOSURE DESIGN-BUILD: A TREND OF THE FUTURE -BEE RIDGE LANDFILL EXPERIENCE, SARASOTA COUNTY, FLORIDA

This paper presents Camp Dresser & McKee Inc.'s (CDM's) innovative approach to the design, permitting, and construction of the Bee Ridge landfill closure in Sarasota County, Florida. The project included design and construction of the final cap for the Phase IV area and expansion of the existing landfill gas control system to achieve final closure of the site. As an alternative to traditional design-bid-build, the design-build approach to the Sarasota County project offered a schedule savings of more than 12 months and a cost savings of approximately one million dollars. Furthermore, the project demonstrated one of the exciting benefits of having design and construction personnel working together towards a common goal: innovative problem solving and value engineering. The paper also describes the design-build procurement process used for this project―from proposal preparation, permitting and construction activities―through completion and start-up.
