Rotary wing services or helicopter services play a small but important role in aviation in Canada. It provides a vital lifeline to locations inaccessible by other forms of transport. It is essential for emergency medical services and is often a deciding factor in life and death to individuals who have been involved in serious accidents and have to be moved to medical facilities immediately. Its services are also non-substitutable to industries such as offshore oil and gas, forestry, mining and resources in remote areas. Its importance and non-substitutability in certain situations are thus undeniable. In this paper, the structure of the Canadian helicopter industry will be examined in Part Ⅰ. In Part Ⅱ, the regulations affecting this industry will be examined in the pre-deregulated era and thereafter. In Part Ⅲ, the extent of competition in the helicopter industry will be briefly examined. Finally, a few concluding remarks will be offered.
