In an effort to lower the overall cost of defencernwar-fighter acquisitions, the CommonwealthrnGovernment of Australia is imposingrnperformance based contracting methods [1]rnupon contractors for acquisition and throughrnlife support. Whilst being relatively new tornAustralian Defence [1-3], performance basedrncontracting is not a new concept to otherrnindustries around the world [4]. Demandingrnmilitary aerospace acquisition and sustainmentrnrequirements however, present the defencernindustry with a significant challenge. This isrninherent to the design of defence performancernbased contracts and each military performancernbased contract being different [4]. Consideringrnthese different requirements, the awarded primerncontractor is presented with a variety ofrncomplex management and technical issues,rnparticularly if that prime contractor is alsornresponsible for multiple platforms andrncorresponding contracts.rnThis paper presents the, design andrnimplementation of a Data Warehouse System forrnthe management and analysis of performancernbased contracts which are specific to multiplatformrnmilitary, rotary and fixed wingrnsystems. The implementation encompasses arnunique yet mandated [1],[3-4] group of KeyrnResult Areas which were identified for arnsuccessful implementation of a performancernbased contract [3-4]. The Key Result Areas;rnAvailability, Maintainability and Supportabilityrnare implemented as integrated Data Martsrntogether with an abstracted ExtractionrnTransformation and Loading (ETL) layer. ThernETL layer provides the system with the uniquerncapability of managing independent scoringrnrequirements of multiple performance basedrncontracts across multiple platforms. A rolernbased, customizable Reporting and AnalysisrnSystem is also integrated and implemented withrnthe Data Warehouse, providing the capability torndevelop reporting specific to contractrnrequirements and allow various data miningrntechniques for further analysis.rnIt is anticipated that this system will allowrnAustralian Defence and subsequent primerncontractors to minimize the resources requiredrnfor metric analysis across a variety of datarnsources, track and monitor the progress of theirrnrespective performance based contracts,rnprovide the foundation for simulation scenarios,rndata mining techniques, predictive analysis andrndecision support. The system provides thernability to measure an implementation of a PBC,rnand subsequently its level of applicability andrnsubsequent optimization against the desiredrnoutcomes.
