Probabilistic Risk Assessment (PRA) has been applied successfully to military, aerospace, and civilian nuclear power for decades. PRA enables a formal, quantitative study of success and failure in complex systems, and can provide valuable guidance when contemplating new designs, upgrades to existing systems, or analysis of failures. This paper discusses the application of PRA techniques to a variety of power system studies including design, upgrade, and maintenance. The ability of PRA to produce quantitative guidance for responses to random, infrequent events is immediately applicable to evaluation of security measures. Several case studies illustrate the benefits and limits of these techniques.
