The twenty two municipal organizations that make up the cooperative placed its highest priority on achieving a long-term positive financial and environmental return on its 1989 investment in a solid waste facility. The economics of utilizing the wet aerobic technology on a five acre cell of MSW are evaluated. In the summer of 2005, the first aerobic treatment cell was constructed at a cost slightly higher than the required double composite Subtitle D design. The cell facilitates the utilization of aerobic technology while increasing control of the facility. Aerobic treatment of solids, emissions, and leachate is intended to eliminate the overall liability in each of the three media. The onsite degradation of organics to humus, treatment of leachate to clean water standards, and eliminating the vast majority of the non CO_2 emissions is achieved and the associated costs are quantized. The treatment operating costs are evaluated in comparison to conventional landfilling.
