摘要

The paper presents a soft computing model developed by open data provided by the education sector of primary and secondary schools. The model groups schools depending on the students' learning deficit. It accounts for different type of existing data and knowledge. A fuzzy rule scheme is applied for model building and school classification. The model is referred to the Governance sector where large amount of data are available but it lacks of timely and suitable decision support.
