摘要

To monitor and control the Medium Voltage (MV) distribution networks more efficiently, the Feeder Automation (FA) and metering systems require IEC61850 to improve the communication standardization and interoperability. This paper extends the System Configuration Language (SCL) of IEC61850 to describe MV networks, which is the vital basis for using IEC61580. New elements of `SubRegion' and `Line' are designed to indicate the primary topology of distribution feeders, where the function blocks and primary apparatus are combined. They are analyzed for the topology modelling of overhead, underground cable and the mixed style of MV feeders. Then, the configuration procedure is detailed based upon example applications to show the usage of SCL files for configuration of feeder automation and metering data of secondary substation systems.
