Web services have been widely used in e-business, banking, and other online applications. web application architecture follows SOAP, UDDI and WSDL. QoS parameters are response time, availability, security and others are most significant for web applications. World into digital devices. the products can be used with efficient resource consumptions. Internet of things is the capability to connect every possible device across the World using sensors. Cloud computing is a model remote applications accessed using web applications in everyday life. Cloud provides various services for example infrastructure as a service. Challenges to be considered to develop cloud based applications are lack of resources, managing multiple clouds, Complexity to build a private cloud, governance and control. In this paper we proposed web service performance model, to choose the best cloud services among many cloud centers, by considering QoS parameters response time, availability, security and minimizing the cost of the service. We have taken QWS dataset which contains 2507 data records, and classify them into categorical values (class-A(high quality), Class-B, Class-C, Class-D(low quality)) with TreeNet method the results in 99% accuracy.
