The article presents the solution of information computer technology for creating an information-administrative database on operation of housing stock and the optimized strategy of administrative decisions directed to effective functioning of the enterprises of housing and communal services. It describes the method of a comparative assessment of efficiency of functioning of the enterprises of housing and communal services of regions of the Russian Federation. It also presents the research directed to the development of methods of a complex assessment from a position of production - operational activity, economic and energy security of the enterprises of housing and communal services.
