This paper describes methodologies to inventory and select measures from a wide rangernof sources for developing codes and programs at higher energy savings levels. The methods usedrnfor development of base codes and stretch codes are based on the experience of New BuildingsrnInstitute (NBI) in multiple states. For utility-based programs, a parallel approach was used inrnthe Advanced Buildings: New Construction Guide that taps deeper efficiencies from prescriptivernstrategies, begins to incorporate previously under-regulated loads such as plug loads, andrnleverages a collection of highly effective design strategy pathways. In allowing a project to selectrnone or more pathways, program flexibility is increased for buildings that seek to achieve higherrnlevels of savings. To support quantitative evaluation of these code and utility efforts, NBIrnconducted extensive prototype analysis for measuring energy savings beyond 2012 IECC.
