摘要

With the exploring and exploiting of global limited resources, regional development cannot be solely supported by exhausting resources anymore. Meanwhile, innovation has become a pivotal inner power for promoting the development in regions. In the whole process of regional innovation, government takes the role as a controller in macro management. Based on the administrative structure in China, we can divide regional innovation in China into three different levels, i.e. province-level, prefectural-level and county-level. Those multi-levels are different on management scale, resources, and administration, therefore different level of regional innovation has different traits. To accurately measure the regional innovation in each of level, we will apply AHP-TOPSIS methodology to evaluate multi-levels separately and analyze the inner mechanism between different levels. In this paper, we firstly calculated the ranks of 30 provinces in the province-level. Then we chose Shandong Province as an specific case and measured the performance of regional innovation among 17 cities in Shandong province. Based on the different characteristics in different prefectural cities, we proposed corresponding measures and policies for enhance the regional innovation in these cities.
