TOPSIS Evaluation on Interprovincial Economic Efficiency of Carbon Emission Based on Method of Giving OWA Weights

Evaluation on economic efficiency of carbon emission is essential in economic decision making process.The concepts of low carbon environment protection and sustainable development were proposed at the mid to later part of 20th century.With the rapid development of global economy,more and more people are concerned about the harmfulness to the ecosystem caused by global warming and sea level rises.Carbon emission is the carbon dioxide emitted in burning fossil fuel for power in production processes and in daily life.Sustainable development emphasizes the balance between sustainability and development.It can be measured by economic efficiency of the carbon emission,which is the carbon emission produced by one unit of GDP.Environment protection doesn't mean economic stagnation,but economic growth with less pollution.In this paper TOPSIS evaluation method and the method of giving OWA operator weights are used to analyze economic efficiency of carbon emission.
